Framework

The Directorate of Communities, part of the Ministry of Foreign Affairs, Cooperation and Communities (MFACC), serves as a key link between the State of São Tomé and Príncipe and its large diaspora, estimated at thousands of citizens across multiple continents, with a significant presence in Portugal, Angola, Gabon, the United Kingdom, and France.

The relationship between the nation and its communities abroad goes beyond emotional or cultural ties, constituting a strategic asset for strengthening the national economy, promoting and internationalizing Santomean culture and identity, facilitating knowledge and skills transfer, and increasing diplomatic influence.

However, structural challenges persist, including irregular migration, barriers to social integration, the emigration of qualified human capital, limited civic and political participation, and communication gaps. Therefore, establishing clear guiding principles and integrated strategic actions is essential.

Mission and Vision

Mission: To design, develop, and implement public policies and programs that promote the protection, empowerment, and mobilization of Santomean communities abroad.

Vision: To establish the Directorate of Communities as the government reference in relations with the diaspora, ensuring effective protection, full integration, and active participation in the sustainable development of the country.

Implementation

The strategy will be operationalized through Annual Activity Plans, coordinated with diplomatic missions, consulates, and partners. A network of focal points in the diaspora will be established to support local policy implementation.

Monitoring and Evaluation

Progress will be measured using quantitative indicators (number of citizens assisted, events held, investment volume) and qualitative indicators (community satisfaction, perceived safety and integration). Semi-annual reports and annual reviews will allow for adjustments to ensure real impact.
